The petition is for changing the Second Life Terms of Service "to disallow creation and use of objects that are intended to circumvent object permission as established by the object's creator". There are few existing objects/scripts that can change the permissions of objects created by somebody other than the current owner. The problem is that these scripts can be easily abused, even though the primary reason for their creation is not to assist in content theft and there is no violation of the ToS by the creator. It the ToS is changed, then probably the number of cases where theft has occurred will be significantly lower.
